Project Manager and Country Representative for Ukraine
Terms of Reference
Helpcode is seeking an experienced, professional, and creative Project Manager with strong networking and relationship-building skills to lead an Education and Protection Emergency Project in Ukraine, funded by the Italian Agency for Development Cooperation (AICS). Beyond project management, the selected candidate will play a key role in representing Helpcode, actively engaging with the donor and a wide range of stakeholders to foster strategic partnerships and strengthen collaboration..
Professional profile: Project Manager and Country Representative
Department: Project Unit
Location: Kyiv with frequent long missions to the location of implementation
Duration of contract: 15 months (3 months probation period)
Starting date: 1st October 2025
Objective
The professional will ensure the project’s objectives are achieved in line with the contract, Helpcode standards, and donor procedures. S/he will also strengthen Helpcode presence by fostering strategic relationships with donors, authorities, and key stakeholders.
Main responsibilities and tasks
Project Management
- Plan, implement, and monitor project activities in line with objectives and targets.
- Ensure efficient financial management in compliance with Helpcode and donor rules.
- Hold regular staff meetings to review progress and address gaps.
- Oversee partner activities and ensure quality standards.
Networking & Relationship Building
- Represent Helpcode with donors, partners, UN agencies, clusters, and authorities.
- Build and maintain strategic partnerships to strengthen collaboration.
- Participate in coordination fora and bilateral meetings to promote synergies.
- Identify opportunities for advocacy, partnerships, and resource mobilization.
- Ensure timely communication and information sharing with stakeholders.
Team Management & Human Resources
- Coordinate and supervise project staff.
- Conduct regular performance evaluations.
- Lead recruitment of national staff.
- Ensure compliance with Helpcode policies, code of conduct, and PSEA.
- Support staff capacity building and training.
Financial Management & Procurement
- Prepare and update financial plans.
- Approve purchases in line with budget and procurement rules.
- Monitor bookkeeping, budget allocations, and cash flow.
- Verify expenditures and supporting documents.
Monitoring, Evaluation & Reporting
- Prepare monthly, mid-year, and final reports.
- Update HQ on progress against targets.
- Implement Monitoring and Evaluation plan.
Project Strategy & Development
- Contribute to new project design and overall program strategy.
- Support HQ in defining Helpcode’s strategy for Ukraine and neighboring countries.
- Assess needs and develop project proposals for donors.
- Promote synergies with other Helpcode projects and ensure integration in long-term strategy.
- Represent Helpcode in regional working groups and coordination mechanisms.
- Share updates systematically with HQ and relevant colleagues.
Required skills
- Minimum of 6 years of relevant field experience in humanitarian, early recovery, or development programs
- Proven experience in project and program management
- Strong experience in donor relations and stakeholder engagement
- Previous experience working in Ukraine or a similar cultural and social context
- Strong experience in donor relations and stakeholder engagement
- Excellent written and verbal communication skills, including reporting and proposal writing
- Strong interpersonal skills and ability to work effectively in a multicultural environment
- Demonstrated ability to solve problems independently using innovative and creative approaches
- Fluency in Italian and English (spoken and written)
- Experience in the protection sector is considered a strong asset
